About this learning event

This workshop represents a milestone in CEF's ongoing support to EU candidate and potential candidate countries preparing their Economic Reform Programmes (ERPs). The ERP process remains a cornerstone of economic and fiscal dialogue with the European Commission, requiring annual coordination and collaboration across institutions.

Building on the progress made under the current ERP cycle, the event takes a forward-looking focus supporting Türkiye's line ministries strengthen their capacity to define, cost and evaluate impact of structural reforms ahead of the ERP 2027–2029.

During the workshop, reform measures included in the Türkiye's ERP 2026–2028 will be reviewed, with attention to the clarity of descriptions, performance indicators, as well as their costing and financing. Guidance on impact assessment of selected reforms will also be provided. The improvements made will be feeding directly into the preparation of the Turkey's ERP 2027–2029.

The event will be delivered as a highly interactive face-to-face workshop, where participants will be encouraged to join discussions about how to practically improve their reform measures. By attending it, participants will have a possibility to meet and jointly work with the peers from other institutions involved in the ERP preparation process, under the guidance of the ERP Coordination Team.

Who should attend

Officials directly involved in the ERP preparation process in Türkiye — particularly those responsible for drafting, coordinating or reviewing structural reform measures in line ministries.

Faculty

  • Funda Bozkurt, ERP Coordinator
  • Janez Šušteršič, CEF Expert and former Minister of Finance of Slovenia, with extensive experience in economic policy reform and ERP processes across the Western Balkans and beyond
  • Melahat Kutlu, CEF Expert and Strategic Planning specialist, bringing hands-on expertise in structural reform design and implementation

Practical information

  • The workshop will be held face-to-face in Ankara on June 16-17, 2026.
  • Applications will be accepted through the application form until June 10, 2026.
  • The event will be held in Turkish and English. Translation will be provided.
  • Parking is available at the hotel; however, please note that CEF is not able to cover parking costs, and these should be covered by participants individually.
  • In line with our commitment to green initiatives, we kindly encourage the use of public transportation.
  • Food and beverages will be provided to all participants during the event.
  • Participants who complete this event will be given an e-certificate.
  • There is no participation fee.
