Moldova and Montenegro recently ratified the Agreement on Establishing the Center of Excellence in Finance as an international organization. Thus far five countries ratified the Agreement: Bulgaria, Macedonia, Moldova, Montenegro, and Slovenia. Countries that ratified the Agreement are full CEF members and can influence all major decisions through the CEF Governing Board.
