FISR Project Closing Ceremony: Integrating Structural Reforms into Budgets (By Invitation)

This closing ceremony will mark the achievements of the FISR project. The project has been carried out by the CEF from 2019-2021 with more than 90 learning initiatives attended by over 1500 participants.

About the event

This event will be a closing ceremony, organized to mark the achievements and successes in the implementation of the “Strengthening Line Ministries’ Capacities to Assess Fiscal Implications of Structural Reforms” (FISR) project. The project has been carried out by the CEF over the past three years (2019-2021). FISR included more than 90 learning initiatives that were attended by over 1500 participants.

The aim of this closing ceremony is to provide a platform for celebrating the achievements of the FISR project implementation and promotion of its legacy. It will gather all key representatives of the Economic Reform Programmes (ERP) Coordination Teams from from EU candidate countries and potential candidates, to reflect on the progress made over the past three ERP preparation cycles, especially in: (i) strengthening the capacities for costing and budgeting of structural reforms, (ii) establishing an environment that enables policy design and implementation, and (iii) improving the overall quality of the ERP document. 

We will also present the progress towards the key impact indicator of the FISR project: the number of structural reforms in ERPs costed in line with the ERP Guidance Note. It will also present the achievements towards the other measures of performance of the action: creating a comprehensive learning portfolio on fiscal implications of structural reforms, the extent to which coordination in ERP design is addressed in the learning processes and the level of regional knowledge exchange on the ERP and structural reforms. Participants will discuss the prospects for independent utilization of knowledge and learning materials generated during the FISR project implementation, to ensure their continuity beyond the project duration.

Being highly participatory, this event will showcase team achievements and outstanding individuals who contributed to shaping of the ERP process. It will serve as a platform for exchanging knowledge, experience, best practices and recommendations to improve the existing ERP preparation practices and procedures across the region. The joint discussion will result in a list of learning areas and topics needed to further strengthen the ERP preparation process, which could be also addressed by the FISR follow-up project.  


Who should attend

Invited to participate are the officials involved in the design, planning and coordination of preparation of the ERPs in the EU candidate and potential candidate. In particular, invited are:  

  • National ERP Coordinator, Coordinator for the ERP Chapter 5 on Structural Reforms, and their team members
  • Members of the working group for the ERP preparation 
  • All other officials who participated at the FISR learning initiative(s) over the past three-year period
  • Lecturing experts who contributed to the design and delivery of the FSIR learning initiatives  


Practical information 

This event will be organized in a hybrid format, which will allow a greater number of participants to join it online. It will be delivered back-to-back with the Training of Trainers for Members of the Network of Regional Experts.

  • Face-to-face attendance at the event is by invitation only 
  • Online attendance is open to all interested officials listed above
  • Registered candidates will need to be approved by the CEF. Selection information will be shared by March 4, 2022
  • The link to the online stream will be provided to the registered participants closer to the event delivery date
  • Prior to registration, participants are invited to check entry admission requirements of Turkish authorities, set due the Covid-19 pandemic, to ensure their eligibility to travel
  • Travel, accommodation, and meals during the event will be funded for up to four officials per team. Applications of additional self-funded candidates will be considered, as far as space permits
