About this learning event

This event is envisaged to mark the conclusion of the CEF's multiannual support to the EU candidates and potential candidates in preparation of their Economic Reform Programmes (ERPs) and implementation of the Reform Agendas (RAs) under the EU Reform and Growth Facility for the Western Balkans. This final milestone of the FISR2 project, will bring together leaders of the RA and ERP processes from the Southeast and East Europe to reflect on overcoming reform implementation challenges and achieving their sustainable results. Building on the project’s knowledge and lessons learned, the event will highlight reform successes and challenges, offer practical insights for maintaining momentum, and explore how to sustain progress toward ERP and RA objectives while preparing future reforms beyond the current RAs. It is also aimed at identifying remaining preconditions for the successful implementation of outstanding reforms.

The event will include reflective discussions, lightning talks, and interactive group work, aimed at:

  • Strengthening participants’ capacities to apply economic and fiscal impact assessment, realistic costing, and credible budgeting in a coherent way to support evidence-based reform prioritization, effective budgeting and sustainable implementation of reforms
  • Understanding of how high-quality reform design and robust, evidence-based reporting jointly strengthen EU alignment and ensure effective implementation and accountability of reforms
    Examining performance-based auditing and internal control approaches suitable for the RA context
  • Assessing different procedures and tools for tracking reforms implementation, to ensure their related risks are timely mitigated, reform steps are implemented, and therefore the allocated fuds are absorbed
  • Encouraging ERP and RA working teams to think as leaders in managing reforms, focusing on building trust, thinking strategically, and communicating clearly
  • Building capacities of officials to share knowledge within their institutions and inter-institutionally
  • Providing open floor for discussions on how the CEF can support the design, assessment, and implementation of future reforms.

Who should attend

The workshop is designed for RA and ERP cordination teams from Southeast and East Europe, as well as members from the FISR2 Network of Regional Experts.
