This workshop is part of a broader Green Learning Journey, which consists of two linked activities:

  • a webinar series on Policy Drafting and Coordination; and
  • a face-to-face workshop on Planning and Implementing Green Policies in Maribor, Slovenia.

The workshop Planning and Implementing Green Policies builds on the Policy Drafting and Coordination webinar series. It is designed to help participants apply the knowledge and tools gained in a practical, regionally relevant context, strengthening national capacities for implementing the Green Agenda for the Western Balkans (GAWB). Through peer learning, case studies, and collaborative exercises, participants will explore how to align national efforts with international climate commitments and address implementation challenges using the tools introduced in the webinars. 

By the end of the workshop, participants will be able to:

  • Understand how international and regional climate frameworks translate into national-level policies and actions
  • Apply tools and concepts from the Policy Drafting and Coordination webinar series to specific green policy implementation
  • Analyze national regulatory landscapes and identify gaps and enablers for implementing green policies
  • Assess the role of carbon pricing instruments and understand the implications of the Carbon Border Adjustment Mechanism (CBAM) for national economies
  • Integrate green public financial management approaches, including green budgeting, into policy planning and implementation
  • Address common implementation challenges through peer learning, case studies, and collaborative problem-solving
  • Translate policy theory into practical actions that support meaningful climate outcomes at national level

This workshop concludes the Green Learning Journey by turning theory into practice and providing participants with the tools and insights needed to drive meaningful climate action at both national and regional levels. This comprehensive approach will provide a clear understanding of what is required to implement effective green policies aligned with GAWB.

Target audience

This workshop is intended for public officials from the six Western Balkan countries, working in ministries of finance and line ministries, such as the ministry of environment, and broader public administration.
