Greening the Policy Cycle: From Commitments to Coordinated Delivery
About this learning event
We invite you to take part in two related learning activities delivered under the Greening Human Capital of Public Institutions of the Western Balkans project, addressing key stages of the policy cycle:
- Webinar, Greening the Policy Cycle: From Commitments to Coordinated Delivery, 26 May 2026 (09:00–11:30 CEST)
- Workshop, Greening the Policy Cycle: Planning, Coordinating, and Reporting, June 9–11, 2026, in Podgorica, Montenegro.
This webinar introduces key entry points for integrating green transition objectives into the policy cycle. It connects international and regional commitments (including the Green Agenda for the Western Balkans) with practical policy drafting foundations, coordination mechanisms, and the role of Ministries of Finance in green public financial management, budgeting, and reporting. The session includes short expert inputs from EU Member States and Western Balkan countries, complemented by a structured participant exchange on:
- Green Agenda for the Western Balkans (GAWB): policy drivers and implications for national administrations
- Policy cycle entry points for “greening” public policy (from planning and drafting to implementation and evaluation)
- Coordination for green policies: mandates, working groups, consultation formats, and data-sharing
- Ministries of Finance and green PFM: aligning budgeting and reporting requirements
To maximise the benefits of this learning journey, we encourage applying for both activities. By the end of the webinar and workshop, participants will be able to:
- Translate international and regional climate frameworks (including GAWB) into national policy priorities and implementation-ready measures
- Apply policy drafting tools (problem definition, objectives, intervention logic, and instrument choice) to a selected country/sector case
- Strengthen implementation readiness by identifying delivery arrangements, responsibilities, and key decision points in the policy cycle
- Design effective coordination and stakeholder engagement arrangements across sectors and levels of government
- Integrate green public financial management approaches, including green budgeting and basic tagging/classification concepts, into planning, coordination, and reporting
- Address common challenges through peer learning, case clinics, and collaborative problem-solving
- Produce tangible draft outputs for your case (policy note elements plus coordination and reporting/budgeting considerations) that can be taken forward after the workshop
Who should attend
This webinar is intended for state-level policymakers and policy practitioners, primarily from the six Western Balkan countries (especially from ministries of finance, economic development, and environment). Participation is also relevant for officials from other levels of government and the broader public administration involved in planning, coordinating, implementing, monitoring, and reporting policies.
